Summary Statement:
The Director is appointed by the Governor to organize, administer, and manage the operations of the Rhode Island Health Benefits Exchange. Rhode Island is the first state to receive a federal "Level Two" Exchange grant, recognition of the state's planning accomplishments to date.
The Director will oversee all activities of the Health Benefits Exchange. This will include oversight of the Exchange's health insurance programs, policy decisions that set coverage requirements for adults and employers across Rhode Island, statewide enrollment, and outreach initiatives. This is an exciting opportunity for a dynamic, committed leader who possesses the energy and experience to build a new program from the ground up.
QUALIFICATIONS:
- Possession of Master's Degree in Health Administration, Public Administration, Hospital Administration, Public Health, Business Administration, or a closely related field; and
- A minimum of five (5) years executive-level experience in the field of health insurance or health care administration that includes:
- High-level experience in the health insurance industry and/or health insurance-related policy development with demonstrated knowledge of national health care reform law, and health care delivery system trends and issues;
- Demonstrated understanding of the health care environment as well as health plan regulatory and market challenges as they impact a range of stakeholders;
- Demonstrated success with the management of "consumer-facing" products and services;
- Experience in the design of or negotiation with benefit programs;
- Excellent management and interpersonal skills to foster a team environment;
- Demonstrated creative policy-making and problem-solving skills;
- Excellent written communication skills and effective public speaking skills;
- Ability to manage and work within a fast-paced, newly-created division and to oversee and track multiple, complex priorities, including development and oversight of complex procurement of services and technology infrastructure;
- Accountability for both fiscal and operational performance of large-scale programs;
- Astute understanding of the media, government, and politics.
- Or, any combination of education and experience that is substantially equivalent to the above education and experience.
Position Responsibilities:
Responsibilities include but may not be limited to the following:
- Recommend to the Governor strategic priorities for the Exchange in consultation with the Board, Exchange staff, and stakeholders;
- Engage and retain high-performing staff, contractors and consultants, establish scope of responsibilities, facilitate cooperation on cross-agency policy and operational initiatives, and provide guidance and feedback;
- Manage the Exchange to ensure achievement of short and long-term strategic priorities;
- Oversee Exchange finances and maintain a self-sustaining financial model;
- Build and manage effective external relationships essential to the success of the Exchange to include high-level state and federal government officials, health care industry leaders, and key vendors;
- Assure compliance with all applicable state and federal statutory and regulatory requirements, including public meeting laws, federal expenditure requirements, and state personnel policies;
- Highlight Exchange's accomplishments and participate in health care policy discussions and debates;
- Seek opportunities to educate policymakers and the public about the Exchange and to promote health care reform;
- Facilitate participation by the Board to include close coordination with the chair and Exchange staff to facilitate productive Board meetings.
