Amendment Would Cap Discretionary Non-Military Spending
Sens. Jeff Sessions (R-Ala.) and Claire McCaskill (D-Mo.) have introduced an amendment (S.A. 3453) to the Federal Aviation Administration legislation (H.R. 1586) being considered by the Senate. The amendment would place a cap on all non-military discretionary funding through fiscal year 2014 at the levels outlined in the FY 2010 congressional budget resolution passed in April 2009. Discretionary funded programs such as the Low Income Home Energy Assistance Program and Pell Grants would be affected by the amendment. The bill includes $10 billion in emergency funding (also in the FY 2010 budget resolution) and would require a two-thirds vote to waive the annual caps or to authorize emergency spending above $10 billion. The two senators say the measure is intended to reduce the current deficit. A similar proposal failed to gain the necessary 60 votes needed for passage on Jan. 28 and March 4.
